The objectives of Exective Yuan EPA’s registered professional environmental engineer certification cases review were to understand the quality and defects of certifications processed by certified engineers. The results may be used to guide the improvement of certification engineers and to upgrade the quality of certified Professional Environmental Engineers. Also, Started in 2006, the operations of registered professional engineering organizations have been reviewed. The key points were focused on inspection of work drafts. This year the review of the operation of registered professional engineering organizations found that the most frequent defects were that " the front page of the work draft is not signed and stamped with professional seal”, around 30%; “work drat not saved”, “for certification cases that need calculations have no related documents saved”, and “unreasonable review results or inconsistent with the contents of the documents”, around 20% each. For the review of water pollution sites, the most frequent defects were that "in the application documents, texts and values were not filled in, incorrect or inconsistent", around 65%; "unreasonable treatment unit design parameters and operational parameters", around 35%; and "the contaminants in the raw materials were not listed in wastewater water quality items", around 19%. The most frequent defects appeared on stationary source onsite review was also "in the application documents, texts and values were not filled in, incorrect or inconsistent"; "in the application documents, relevant drawings were not indicated with process equipment (E), air pollution control facilities (A), powder material conveying devices transfer points (C), storage sites (X), storage tanks (T) and discharge points (P)”; and “unreasonable design and operation parameters for the processing units of the pollution control facilities transfer device”, around 21% each. For soil and underground water remediation certification cases, the most frequent appearing review defects were “the soil evaluation shows heavy metal contamination, however, the sampling and analysis were not prescreened”,“the locations of existing process and wastewater treatment facilities were not listed in the scope of evaluation studies”,and“the organic sampling and analysis samples, were not prescreened with PID/FID to determine samples for analysis” etc.three items. In addition, to effectively manage the professional engineer certification process, this program established the Registered Professional Environmental Engineer management information system. Through an Internet database, information was provided to every level of environmental control management organizations to make available basic information on professional engineers, including their certification status, review results, and award and punishment received, to improve the management of professional engineer certifications. Another objective of this program is to continuously assist the evaluation of regulation development for registered professional environmental engineers, environmental engineering industry and environmental consultant companies, the collection of comments for relevant amendments for professional engineer law, professional engineer examination law etc., and if necessary, assist the legislative Yuan to submit relevant bills,and study the relevant information for these bills.
